From the mid-1960s to the mid-1970s John Merrill was Assistant Regional Administrator for the Office of Community Planning and Management, Seattle Region 10, Office of U.S. Housing and Urban Development. Region 10 included the Pacific Northwest States and Alaska. His job was to work with the states and communities to help them plan for housing, water, and sewer facilities.
